Press secretary Jay Carney on Friday pushed back hard Friday on the GOP’s attempt to place blame for the sequester on the White House, calling it a “fanciful confection” and “a lot of baloney.”

“The notion much propounded by the spin doctors on the Republican side that the sequester is somehow something that the White House and the president alone wanted and desired is a fanciful confection,” Carney told reporters at a White House briefing. “The fact of the matter is, as I think you all recall, in the wake of the passage of the Budget Control Act it was the Republicans, including the Republican leader of the House, who celebrated it as getting 98 percent of what they wanted.”

House Speaker John Boehner’s office has sought to highlight a passage in a book by Bob Woodward that reported the idea for sequestration came from the White House, and argue that House Republicans have passed bills to avert and replace the sequester cuts but the Senate has failed to act on them.

Carney argued Friday that it was designed and negotiated as part of the BCA by Republicans and Democrats to get us out of a horrible situation as the country barreled toward defaulting on its bills in the summer of 2011, and what’s more, it was never supposed to go into effect but rather act as a trigger to force Congress to come up with a package of less onerous cuts to replace it.
