Sharia law gets bad press in the West. It’s the body of law drawn from the Koran, reported sayings of the prophet, and centuries of jurisprudence, and in its most extreme form it prescribes punishments such as beheadings, amputations and stonings. Cases like that of the Saudi rape victim, who was sentenced to 200 lashes for meeting a man who eventually raped her, have largely come to define how we see Islamic law: at best, a kind of medieval anachronism; at worst, barbarous and anti-women.

In Afghanistan, tribal law suffused with Sharia is the only form of legal redress for the vast majority of the country. (A central justice system has yet to take off anywhere other than the capital, Kabul). Terrorism aside, few would argue the sophistication of Afghan crime; most is gun battles between warring families, theft of livestock and land, and government brutality. Those offenses can be found anywhere.

But what’s remarkable about Afghanistan, and rural areas of countries like Jordan and Syria, is the degree of community and family cohesion. Terrorism again aside, crime is rarely committed by strangers. Tribal law, usually administered by elders or the local religious leader, is intended not as a form of public punishment but as conflict resolution.

NAIROBI, Feb 29 (Reuters) – Kenyan elders may impose a fine on U.S. presidential hopeful Hillary Clinton, payable in livestock, after a photo of her rival Barack Obama in robes dragged their people into the race for the White House.

The picture, which appeared on a U.S. Web site, showed the Illinois senator in a white headdress and traditional Somali attire during a 2006 visit to Wajir in Kenya’s remote northeast.

Obama has battled a whispering campaign by fringe elements who wrongly say he is Muslim and his aides accused Clinton’s campaign of "the most shameful, offensive fear-mongering" after the photograph was published.

Wajir elders resolved to file an official complaint with the U.S. Embassy in Nairobi, dropping earlier plans to hold a protest after Friday prayers.

They said they would also convene a traditional Somali court to investigate the matter. It can impose fines that are payable in cattle, goats or camels.

Britain’s first Sharia-compliant insurance company is to be launched in April by a former GE Capital insurance executive.

Conventional British insurance products are in conflict with Islamic beliefs, because the Koran prohibits riba, loosely translated as interest but interpreted by many progressive Muslims as usury or extortionate interest. Insurance also contains elements of uncertainty and gambling that make it unsuitable for devout Muslims.

Research for BIIH in Britain has shown a strong desire for an Islamic insurance product, as long as the cost and level of cover is comparable with existing conventional insurance policies. The insurance product will comply with Takaful, the Muslim insurance concept.

Bradley Brandon-Cross, the chief executive of BIIH, said: “The Muslim faith states that, because of various product features, conventional UK insurance options are in conflict with Islam – and this creates a dilemma for British Muslims. We are planning to create a British insurer that operates in a way that removes this dilemma and creates an exciting new sector in the British insurance market.”

The statement by Germany’s Interior Minister Wolfgang Schaeuble that European newspapers should reprint the controversial Danish cartoons of the Prophet Muhammad (peace be upon him) as a show of support for press freedom is astounding.

His ministry certainly understands the potential dangers. It has embarked on a damage limitation exercise, claiming his comments have been misinterpreted. They have not. The plain fact is that he said “all European newspapers should print these cartoons, with the explanation ‘We find them abysmal, too, but the exercise of press freedom is no reason to use violence’.”

The argument does not convince, especially coming from the interior minister of a country that consciously restricts press freedom. No German paper is allowed to question the Holocaust. (comparing some stupid cartoon to the Holocaust, you stay classy ed.)

And, what if freedom of the press stirs up violence? People should not have responded with violence to the cartoons — but that they did, and will almost certainly do again if they are reprinted. That is the fact of the matter and Schaeuble knows it. (so we should bow to (your) Muslim violence and curb our freedoms? -ed)

He should have kept his mouth shut, regardless of what he thinks about press freedom. In saying what he did and because he is the interior minister, his call to reprint is inevitably seen as Germany’s view. It is not for us to demand his resignation but it is impossible to believe that Germans will not do so. He has been grossly irresponsible. He is playing with fire. He has created a crisis for his country where there was none beforehand. He has sown division between Germany’s Muslims and non-Muslims and stirred up the potential for discord and disorder. That is hardly what is expected of a government minister whose remit is law and order. (In other words, shut the fuck up and be a good dhimmi -ed.)

A LEADING Muslim spokesman provoked fury last night by describing Prince Harry as a “high-value target” in Afghanistan.

Inayat Bunglawala, of the Muslim Council of Britain, called for him to be brought home immediately and warned that his life was in danger. (No shit he’s in danger, he’s fighting a war -ed.)

But MPs called his outburst “highly irresponsible”.

Mr Bunglawala, assistant secretary-general of the organisation, said: “If he is still there I am sure many Afghans opposed to the British presence in Afghanistan will see him as a high-value target.

“We wish both him and his colleagues in the Army are brought back from Afghanistan, out of harm’s way.” Mr Bunglawala said the organisation wants troops to leave Afghanistan because of their “negative” effect. (He would prefer al-Qaeda take over and direct attacks on the UK -ed.)

“The presence of foreign troops appears to be counter-productive, galvanising opposition,” he added.

Tory MP Andrew Rosindell said the remarks were “highly irresponsible”.

He said: “This is an appalling thing for them to say. Prince Harry is showing tremendous courage in serving his country and bringing freedom to Afghanistan. We should be proud of him.”

Britain could be stuck with more than a dozen international terror suspects after a devastating ruling by the European Court of Human Rights.

Judges said the right of a fanatic to be protected from torture in his homeland was "absolute".

They rejected arguments that, in trying to deport an extremist to a country with a history of torture, the rights of British citizens to be protected from attack in their homeland should be considered, too.

The Strasbourg judges said guarantees from countries such as Tunisia and Jordan they would not torture any terror suspect deported by the UK may not be acceptable.

The blow came in a ruling against an attempt by the Italian government to deport a terror suspect to Tunisia.

Britain had "intervened" on the crucial case, in an effort to establish it could deport more than a dozen terror suspects being held in secure jails.

The court described as "misconceived" the UK and Italian arguments that the risk to a terror suspect should be balanced against the risk they pose to innocent civilians.

Judges instead said the terror suspect had an "absolute" right to protection from torture – and this must come first.

It effectively upheld an earlier judgement blamed by ministers for our woeful failure to deport extremists.

WASHINGTON (AP) — Senate Majority Leader Harry Reid pledged on Thursday to continue trying to end the Iraq war even though he lacks the votes to force a troop withdrawal.

The Senate wrapped up its first round of debate on the war this year with little fanfare. After two days of discussion, Republicans refused to advance the bill. As a result, Democrats were forced to shelve proposals by Sen. Russ Feingold, D-Wis., that would have cut off money for combat and demanded a new strategy for defeating al-Qaida. (Isn’t that called the surge? -ed.)

The procedural wrangling left majority Democrats defeated, even without a final vote cast on either measure.

Self-proclaimed al-Qaida supporters urged the Taliban in internet postings Friday to hunt down and kill Britain’s Prince Harry after hearing that he had been sent to Afghanistan for his army service.

The calls came after a US-based Web site leaked the news that Harry had been in Afghanistan for the past 10 weeks with his military unit. Britain’s Defense Ministry has since announced he will be pulled out.

"We ask God to enable our beloved brothers in Taliban to seize this priceless booty because nothing would break the heart of his grandmother than if she lost him," said one poster, who called himself the Sweeping Army in a message Thursday.

When Barack Obama announced his candidacy for president last year, some observers questioned whether the senator from Illinois was "black enough" to embody the hopes and aspirations of African Americans.

Now a variation on that theme has emerged: Is Fred Armisen, who is not African American, "black enough" to embody Obama on "Saturday Night Live"?

Debate over that question has been pinging around the Internet since Armisen, a veteran cast member, donned darker makeup to portray the Democratic candidate for the first time Saturday. Armisen played Obama opposite Amy Poehler’s Hillary Clinton in a sketch satirizing the supposedly cushy treatment his candidacy has received from the media.

"SNL" impresario Lorne Michaels said yesterday by phone that he thought the sketch played so well that the show intends to air another Obama/Clinton debate spoof tomorrow night, with Armisen and Poehler reprising their characters.

Maureen Ryan of the Chicago Tribune put the question bluntly: "Call me crazy, but shouldn’t ‘Saturday Night Live’s’ fictional Sen. Barack Obama be played by an African-American?" Ryan went on to conclude: "I find ‘SNL’s’ choice inexplicable. Obama’s candidacy gives us solid proof of the progress that African-Americans have made in this country. I guess ‘SNL’ still has further to go on that front."

Hannah Pool, a writer for the Guardian newspaper in Great Britain, suggested the whole setup had "minstrel" overtones.

Taleban insurgents threatened today to intensify attacks on British forces in southern Afghanistan after the news broke of Prince Harry’s secret deployment in the war zone.

Shortly after Army chiefs confirmed that the Prince would be flown out of Afghanistan for security reasons, a Taleban spokesman said that his presence in Helmand province mean that the Royal Family had joined in the "aggression against Muslims".

It was the insurgent group’s first reaction to the news that Harry had been directly involved in a combat tour in the area.

"Prince Harry’s presence in Afghanistan encourages our fighters to launch more attacks on British forces," Zabihullah Mujahid said. "The Royal Family is now directly participating in the aggression against Muslims."

His deployment was the result of a news blackout deal between the MoD and major news organisations, which broke down after his presence in Afghanistan was reported yesterday on the Drudge Report, a major American website.

JAKARTA: Indonesia needs to keep closer tabs on a flourishing publishing network linked to the militant group Jemaah Islamiyah, which reflects a debate on tactics among Islamic extremists, an International Crisis Group report said Friday.

It said the profitable book business had been growing at a time when Jemaah Islamiyah, a regional network blamed for a string of deadly attacks in Indonesia including the 2002 Bali bombings, had been weakened and appeared to be rebuilding.

The increase in publications, which indicate a debate within Jemaah Islamiyah over the desirability of using Qaeda tactics, could be a sign that the organization was trying to rebuild by focusing on religious outreach and recruitment, the report said.

"These publishers are disseminating a radical message, but they also may be playing a positive role by channeling JI energies into jihad through the printed word rather than through acts of violence," said Sidney Jones of the International Crisis Group, a prominent Jakarta-based authority on Jemaah Islamiyah.

The report said that banning publications, which are often Arabic translations and include titles like "Join the caravan of martyrs" or "Becoming an infidel without knowing it" would be counterproductive, but there was a need for more scrutiny.

The BBC reports, "The illiterate woman was detained by religious police in 2005 and allegedly beaten and forced to fingerprint a confession that she could not read. Among her accusers was a man who alleged she made him impotent."

ULU TIRAM, Malaysia (Reuters) – Malaysia’s hardline Islamist party PAS is known for advocating a theocratic Islamic state, but that isn’t stopping a non-Muslim woman from running as a PAS candidate in next month’s elections.

Kumutha Rahman, a 29-year-old Hindu, is standing in a mainly Malay Muslim constituency in southern Malaysia, becoming the first ever non-Muslim candidate running on a Parti Islam se-Malaysia’s (PAS) ticket.

"My fellow Indians were very shocked because I’m not a Muslim and they asked me what I wanted to do," Kumutha told Reuters in an interview at her campaign office in Ulu Tiram, a town near Johor’s capital Johor Baru, near Singapore.

Opponents of President Pervez Musharraf are wooing Islamist politicians to bolster their drive to curb the powers of the U.S.-allied leader following his party’s loss in parliamentary elections.

Bhutto’s widower and political successor, Asif Ali Zardari, warmly embraced Fazlur Rehman, the bearded leader of the Muttahida Majlis-e-Amal, or MMA, when they met in the capital, Islamabad, late on Thursday.

The meeting went well and Babar said the two sides were meeting again on Friday to discuss forming a "government of national consensus."

The MMA, an alliance of religious parties, as well as the main pro-Musharraf group were thrashed in the Feb. 18 elections. Voters turned to the moderate parties of Bhutto and Nawaz Sharif, raising Western hopes of a firm push against Islamic extremism.

MMA spokesman Abdul Jalil Jan said the alliance wanted commitments on "Islamization" from a new coalition government.

AARHUS, Denmark – Kurt Westergaard is in hiding from Islamic militants who want him dead. Now, the Danish cartoonist says he’s ready to part with the source of his travails, a small ink sketch of the Prophet Muhammad with a bomb in his turban.

But first there is the ticklish question of price.

"I would like to think that it has some value," says Mr. Westergaard, the 72-year-old creator of one of the world’s most famous cartoons and one that inflamed Muslims world-wide. "It is a symbol of democracy and freedom of expression. I think I should have a little money for this," he says.

The drawing is locked in a bank vault while the cartoonist shuttles between temporary havens the Danish secret police have found for him around this blustery port city. His is by far the best known of 12 Muhammad-related cartoons published in September 2005 by Danish newspaper Jyllands-Posten. But how do you fix the value of something that auction houses won’t touch, that museums won’t hang on their walls and that still inspires murderous passions?

Some Muslims here want the bomb-in-a-turban drawing destroyed. Salah Suleiman, an activist in a mosque that helped whip up the fury over it in early 2006, delights in the artist’s troubles and says no amount of money can save him from God’s wrath: "He is living like a rat…. He is living in hell already."

Mr. Westergaard’s wife, a retired kindergarten teacher, has also suggested destruction, by selling the cartoon to a wealthy Arab who "can then burn it in the central square in Mecca." Mr. Westergaard says he likes the idea of getting money from an oil sheik but would prefer the cartoon stay intact and in Denmark.

Republican National Committee Chairman Mike Duncan formally denounced Thursday the Tennessee Republican Party’s use of Barack Obama’s full name in a recent press release questioning the Illinois senator’s commitment to Israel.

“The RNC rejects these kinds of campaign tactics," RNC Chairman Mike Duncan said in a statement. "We believe this election needs to be about the critical issues confronting our nation.”

The statement in question, which was released Monday, said the state party is joining a "growing chorus of Americans concerned about the future of the nation of Israel…if Sen. Barack Hussein Obama is elected president of the United States.” It also included a photograph of Obama from a 2006 trip to Kenya in which he is dressed in traditional attire worn by area Muslims.

On Wednesday night the party removed both the photo and the reference of Hussein from the statement after Tennessee Sen. Lamar Alexander called to express his belief that using them had become a distraction, Tennessee GOP Communications Director Bill Hobbs told CNN.

Al Hesbah is one of al Qaeda’s main cyber mouthpieces. It has been cited numerous times by name in official communiqués issued by bin Laden’s terror network, been featured in propaganda films produced on behalf of mujahideen organizations, including al Qaeda.

Its message boards offer key insights into the mindset of al Qaeda supporters and its collective knowledge base.

The discussion began with a post from a user apparently from Lebanon or Palestinian territories. He cited a news article (and accompanying photo) with the title, "Hillary Clinton’s campaign distributes photos of Obama in Kenyan dress and accuses him of being Muslim." The author then immediately comments afterwards, "May Allah’s curse be on all of them."

Almost immediately, users, such as "Abu Omar" and "Abdullah," reply in unison, "May Allah kill them." Another echoes the author’s sentiments that "Allah’s curse" should be "on all of them." 

“Not only are they enraged by the implication that being Muslim is something to be ashamed of,” Kohlmann added, “but moreover, they are nearly equally indignant about the much-rumored notion that Obama (who has repeatedly declared his faith in Christianity and his support for Israel) is somehow in league with them.”

In fact, Kohlmann added, al-Qaeda supporters are so insistent about their hatred for Obama that they have gone as far as to portray him as an "Iranian agent" secretly sent to take over the United States and fight a war against Sunni Muslims. 

One user, with a login that suggests Saudi nationality, claimed in his response, "Obama is actually of Persian-Iranian origin. Many of the Persians emigrated to Kenya after the fall of the Persian empire… . We ask Allah to destroy Obama, Kerry, Clinton, America, its allies, and its slaves."

“As far as they are concerned,” Kohlmann said, “there is basically no difference between Barack Obama, Hillary Clinton, or even George Bush.”
