(JTA) – Iran and Syria received millions of dollars from a U.S.-backed program that promotes the peaceful use of nuclear energy.

They were two of four terrorism-sponsoring countries to receive funding under the International Atomic Energy Agency's Technical Cooperation program, according to a U.S. Government Accountability Office report scheduled to be released Tuesday, The Wall Street Journal reported.

Iran received more than $15 million from 1997 to 2007, while Syria received $14 million. Two other states designated by the United States as terrorism sponsors, Cuba and Sudan, each received more than $11 million.

The United States is the largest funder of the program, according to the GAO report, and in 2007 supplied $20 million, or about 25 percent of its budget. It does fund a number of non-nuclear energy programs, but also funds some projects with a direct connection to nuclear energy, including a small percentage the GAO said could provide expertise on the development of nuclear weapon capabilities, The Wall Street Journal reported.

The GAO report also called U.S. oversight of the program weak.

The Anti-Defamation League is once again calling Louis Farrakhan a bigot – after a speech in which Farrakhan said he doesn't care if people call him an anti-Semite.

Speaking at a Nation of Islam conference in Illinois on March 1, Farrakhan sharply criticized Jews for expecting Muslims to stand against terrorist suicide bombers "while the Palestinians are being slaughtered," and accused Congress of being beholden to "the Israeli lobby."

Farrakhan also raised doubts about the "veracity" of the numbers of Jews killed in the Holocaust and questioned European laws against Holocaust denial.

"I hate anti-Semitism… Please don't call me an anti-Semite, but you can if you want to, if it makes you happy," Farrakhan told the audience, according to excerpts released by the ADL.

A judge in Tehran, Iran, has officially sanctioned a blinded woman’s plea for vengeance by allowing her to blind the man who threw acid on her face five years ago. Majid Emovahedi attacked Ameneh Bahrami with sulphuric acid in September 2004 after the woman had repeatedly spurned his attempts at romance. Now Bahrami, who was blinded and grossly disfigured by the attack, will have the opportunity to repay her attacker.

“He will lie in front of me drugged,” Bahrami explained. “I will feel my way to his eyes and then drop 20 drops of acid in each eye.”

Bahrami, who has undergone 17 extensive facial surgeries in the aftermath of the attack and will never regain the use of her eyes, will stand over an anaesthetized Emovahedi as prison officials hold the man down. A doctor will be on site, holding open Emovahedi’s eyes to ensure the acid’s efficacy.

"He is whimpering for mercy, asking me to leave him at least one eye. But it is too late for that.”

WASHINGTON (CNN) — In a sign that Senate Democrats may be close to adopting a special budget procedure to speed passage of President Barack Obama’s health care and global warming legislation, a key Democratic senator said Tuesday that he is not ruling out using the controversial method.

“It could happen,” said Finance Committee Chairman Max Baucus, D-Montana, despite his repeated concerns that doing so would damage bipartisan cooperation in the Senate.

The fast-track procedure — called “reconciliation” — would prevent Republicans from filibustering the health care and global warming bills, which Baucus’s committee helps write.

“Reconciliation is not my first choice. It’s not my second choice,” Baucus said, but then added, “I’m not flat opposed to it either.”

The U.S. Justice Department has decided to release another detainee from Guantanamo, a Yemeni named Ayman Saeed Abdullah Batarfi. It is not entirely clear why Batarfi has been cleared for release. But we can be reasonably sure, based on Batarfi’s own freely given testimony, that he was no innocent swept up in the post-9/11 chaos of Afghanistan, as his lawyers claim.

Batarfi first traveled to Afghanistan in 1988 to fight the Soviets. Thegovernment claims he was trained at the Khalden camp, which graduated hundreds of al Qaeda members, but Batarfi denies this. Batarfi has admitted to participating in at least one nighttime raid against Soviet forces. This is important because it shows that he was willing to participate in hostilities from a young age–and was not merely a humanitarian adventure seeker in Afghanistan.

Batarfi then went to Pakistan, where he became an orthopedic surgeon. From there, things get really interesting.

There are at least three aspects of Batarfi’s testimony given before his administrative review board hearings at Gitmo that are noteworthy. Keep in mind that these hearings were not interrogations, and the detainees had the option of not participating, or simply issuing blanket denials, as some detainees did.

First, Batarfi admitted that he was an employee of al Wafa, a charity that has been designated a terrorist organization.Al Wafa is discussed in brief in the 9/11 Commission’s report as an al Qaeda front. The unclassified documents released from Guantanamo are littered with references to the organization.It is clear that al Wafa actively supported al Qaeda and the Taliban in a variety of ways–from transporting jihadists to Afghanistan (often through Iran) to purchasing sophisticated weaponry…….

Second, Batarfi admitted that he met with a “Malaysian microbiologist” and authorized the purchase of medical equipment for this individual. As I have written previously, this microbiologist is most certainly Yazid Sufaat. Batarfi denies knowing that Sufaat was working on anthrax when they met in 2001. Over and over again, Batarfi claimed that he just happened to run into and consort with terrorists without knowing who they were.

Third, the best example of this last point is Batarfi’s admitted ties to Osama bin Laden. Batarfi admitted that he met with bin Laden in the Tora Bora Mountains in November 2001. But he claimed that he sent a letter to someone (he does not say whom) asking to meet with the “head of the mountain” and, somewhat magically, he just happened to get a face-to-face sit down with the world’s most wanted terrorist…at Tora Bora…in November of 2001…you know, when the whole world was looking for him.This was the second time Batarfi claims to have accidentally met bin Laden. The first time came at a funeral in Kabul when, again, bin Laden just happened upon the scene.

10 terms not to use with Muslims- Christian Science Monitor

…..As President Obama considers his first speech in a Muslim majority country (he visits Turkey April 6-7), and as the US national security establishment reviews its foreign policy and public diplomacy, I want to share the advice given to me from dear Muslim friends worldwide regarding words and concepts that are not useful in building relationships with them. Obviously, we are not going to throw out all of these terms, nor should we. But we do need to be very careful about how we use them, and in what context.

1. "The Clash of Civilizations." Invariably, this kind of discussion ends up with us as the good guy and them as the bad guy. There is no clash of civilizations, only a clash between those who are for civilization, and those who are against it. Civilization has many characteristics but two are foundational: 1) It has no place for those who encourage, invite, and/or commit the murder of innocent civilians; and 2) It is defined by institutions that protect and promote both the minority and the transparent rule of law.

2. "Secular."The Muslim ear tends to hear "godless" with the pronunciation of this word. And a godless society is simply inconceivable to the vast majority of Muslims worldwide. Pluralism – which encourages those with (and those without) a God-based worldview to have a welcomed and equal place in the public square – is a much better word.

3. "Assimilation." This word suggests that the minority Muslim groups in North America and Europe need to look like the majority, Christian culture. Integration, on the other hand, suggests that all views, majority and minority, deserve equal respect as long as each is willing to be civil with one another amid the public square of a shared society.

4. "Reformation." Muslims know quite well, and have an opinion about, the battle taking place within Islam and what it means to be an orthodox and devout Muslim. They don't need to be insulted by suggesting they follow the Christian example of Martin Luther. Instead, ask how Muslims understand ijtihad, or reinterpretation, within their faith traditions and cultural communities.

5. "Jihadi." The jihad is an internal struggle first, a process of improving one's spiritual self-discipline and getting closer to God.The lesser jihad is external, validating "just war" when necessary. By calling the groups we are fighting "jihadis," we confirm their own – and the worldwide Muslim public's – perception that they are religious. They are not. They are terrorists, hirabists, who consistently violate the most fundamental teachings of the Holy Koran and mainstream Islamic scholars and imams.

6. "Moderate." This ubiquitous term is meant politically but can be received theologically. If someone called me a "moderate Christian," I would be deeply offended. I believe in an Absolute who also commands me to love my neighbor. Similarly, it is not an oxymoron to be a mainstream Muslim who believes in an Absolute. A robust and civil pluralism must make room for the devout of all faiths, and none.

7. "Interfaith." This term conjures up images of watered-down, lowest common denominator statements that avoid the tough issues and are consequently irrelevant. "Multifaith" suggests that we name our deep and irreconcilable theological differences in order to work across them for practical effect – according to the very best of our faith traditions, much of which are values we share.

8. "Freedom." Unfortunately, "freedom," as expressed in American foreign policy, does not always seek to engage how the local community and culture understands it. Absent such an understanding, freedom can imply an unbound licentiousness. The balance between the freedom to something (liberty) and the freedom from something (security) is best understood in a conversation with the local context and, in particular, with the Muslims who live there. "Freedom" is best framed in the context of how they understand such things as peace, justice, honor, mercy, and compassion.

9. "Religious Freedom." Sadly, this term too often conveys the perception that American foreign policy is only worried about the freedom of Protestant evangelicals to proselytize and convert, disrupting the local culture and indigenous Christians. Although not true, I have found it better to define religious freedom as the promotion of respect and reconciliation with the other at the intersection of culture and the rule of law – sensitive to the former and consistent with the latter.

10. "Tolerance." Tolerance is not enough. Allowing for someone's existence, or behavior, doesn't build the necessary relationships of trust – across faiths and cultures – needed to tackle the complex and global challenges that our civilization faces. We need to be honest with and respect one another enough to name our differences and commonalities, according to the inherent dignity we each have as fellow creations of God called to walk together in peace and justice, mercy and compassion.

America's Democratic Party has historically been less honest than its rival Republican Party. I hope President Obama can change this approach and that he will turn out to be the most honest U.S. president of all.

…..The policies of previous U.S. administrations led to a rise in hatred, anger and worries. In all corners of the world, it is worth noting, the only flags being set ablaze belong to the U.S. and the occupying Zionist regime.

President Obama has proclaimed a policy of "change," and the American people have embraced it. But to remedy its image in the world, the U.S. needs to truly change its past methods.

Jerusalem -The Palestinian leadership Tuesday reacted with disappointment to comments by Israel's incoming Israeli Prime Minister Benjamin Netanyahu and his failure to support a two-state solution to the Mideast conflict.

'We had hoped to hear from Benjamin Netanyahu a commitment to the two-state solution, to negotiations on all core issues without exception, including Jerusalem,to stopping all settlement activities … and to lifting the siege on Gaza,' said chief Palestinian negotiator Saeb Erekat in a statement.

'What we got from Netanyahu was the promise of more 'process' without a clearly defined end goal,' Erekat said.

Erekat said Netanyahu had 'missed' the opportunity to 'set the stage for meaningful negotiations to end the conflict and to show that he is a real partner for peace.'

Netanyahu told a special session of the Knesset that his government would work toward a comprehensive peace with the Arab and Muslim world, but did not speak of the two-state solution advocated by the international community.

UNITED NATIONS, March 31 — The Obama administration decided Tuesday to seek a seat on the U.N. Human Rights Council, reversing a decision by the Bush administration to shun the United Nations' premier rights body to protest the influence of repressive states.

"Human rights are an essential element of American global foreign policy," Secretary of State Hillary Rodham Clinton said in a statement. "With others, we will engage in the work of improving the U.N. human rights system. . . . We believe every nation must live by and help shape global rules that ensure people enjoy the right to live freely and participate fully in their societies."

The United States announced it would participate in elections in May for one of three seats on the 47-member council, joining a slate that includes Belgium and Norway.

The decision was welcomed by U.N. officials and rights advocates, who had been briefed on the decision. Human rights activists have been advocating U.S. membership in the council since its creation in March 2006.

Benjamin Netanyahu declared that a "radical regime" with nuclear weapons was the "biggest danger to humanity" on Tuesday as he took office as Israel's prime minister.

This implicit reference to Iran came as Mr Netanyahu presented his government to the 120-member parliament, or Knesset.The new administration is dominated by the hard Right, with Avigdor Lieberman, the leader of the ultra-nationalist Yisrael Beitenu party, becoming foreign minister.

Addressing the Knesset at his government's inauguration, Mr Netanyahu's speech was filled with implicit references to Iran. "Extremist Islam" posed a great threat, he said, but there was "no question mark over the state of Israel's existence. We won't let any person or state to put a question mark over our existence".

The new prime minister added: "The biggest danger to humanity, and to our state Israel, stems from the possibility that a radical regime will get nuclear weapons, or a nuclear weapon will be armed by a radical regime."

Mr Netanyahu pledged to isolate "radical Islam" and called for the help of moderate Arab staes. "Today this aspiration is bolstered by a common interest between Israel and the Arab states against the fanatical obstacle that threatens all of us," he said, in another oblique reference to Iran, which is a common enemy of both Israel and Arab countries.

The beauty pageant winners took part in a VIP tour to entertain American military personnel at the prison in Cuba.

Miss Universe Dayana Mendoza is blogging on the pageant Web site about her visit with Miss USA Crystle Stewart.

The Venezuelan says they toured recreation and classroom areas of the prison. She said it was interesting but did not go into detail.

The women later saw the high-security perimeter fence and went to the beach.

Detention center spokesman Navy Lt. Cmdr. Brook DeWalt said Monday he doesn't know if any prisoners were "out and about" when the two women were inside the prison camp.

Having Israel as the region's sole nuclear power, she said, was "dangerous to the world."

Queried regarding Iran's quest to manufacture nuclear weapons, Zuabi stated that having Israel as the region's sole nuclear power was disadvantageous. "It would [sic] be more supporting me to have a counter-power to Israel," she said. "I need something to balance [Israel's] power."

Zuabi was asked if she felt worried, living among Jews, that Iran was getting close to acquiring a nuclear weapon. She replied: "No, I am not." Indeed, she said was "more afraid from the Israeli nuclear [weapons]."

KABUL (AFP) — Thirty Taliban-linked militants were killed in a police operation in southern Afghanistan and three others died in an explosion during a bomb training session, authorities said Tuesday.

The heavy toll suffered by the insurgents came as world leaders gathered in The Hague to focus on ways to help Afghanistan tackle a growing extremist insurgency and build stability.

"During this operation 30 enemies of peace and stability were killed and 17 were injured," it said, adding that Mullah Mohammad Yaqoub, a "famous Taliban commander," was among the dead.

Separately, three militants were killed and two wounded when a bomb exploded while they were training to use explosives in the eastern province of Khost on Monday, the defence ministry said.

"A group of terrorists were training on roadside and remote-control bombs. A bomb exploded during the training session conducted by foreign instructors and killed three of the terrorists," it said.

It was nearly two weeks ago that the House of Representatives, acting in a near-frenzy after the disclosure of bonuses paid to executives of AIG, passed a bill that would impose a 90 percent retroactive tax on those bonuses.

But now, in a little-noticed move, the House Financial Services Committee, led by chairman Barney Frank, has approved a measure that would, in some key ways, go beyond the most draconian features of the original AIG bill. The new legislation, the "Pay for Performance Act of 2009," would impose government controls on the pay of all employees — not just top executives — of companies that have received a capital investment from the U.S. government. It would, like the tax measure, be retroactive, changing the terms of compensation agreements already in place. And it would give Treasury Secretary Timothy Geithner extraordinary power to determine the pay of thousands of employees of American companies.

The purpose of the legislation is to "prohibit unreasonable and excessive compensation and compensation not based on performance standards," according to the bill's language. That includes regular pay, bonuses — everything — paid to employees of companies in whom the government has a capital stake, including those that have received funds through the Troubled Assets Relief Program, or TARP, as well as Fannie Mae and Freddie Mac.

The measure is not limited just to those firms that received the largest sums of money, or just to the top 25 or 50 executives of those companies. It applies to all employees of all companies involved, for as long as the government is invested. And it would not only apply going forward, but also retroactively to existing contracts and pay arrangements of institutions that have already received funds.

The Arab world’s losses as a result of the global financial crisis stand at $3 trillion, according to estimates voiced during a financial conference in Dubai.

The conference speakers sounded pessimistic in regards to the year of 2009, estimating that the Arab states’ growth rate this year would be lower than 4%.

And Colonel Muammar Gaddafi's latest outburst – in which he declared himself 'the king of kings' and stormed out of a summit – has done nothing to dent it.

The Libyan leader was at an Arab gathering in Qatar yesterday when he seized the microphone to furiously denounce the Saudi king as a 'liar'.

When his Qatari hosts tried to quieten him down, Gaddafi  -  the current chairman of the African Union  -  insisted he would not be
silenced.

'I am an international leader, the dean of the Arab rulers, the king of kings of Africa and the imam (leader) of Muslims, and my international status does not allow me to descend to a lower level,' he said.

He then got up and walked out of the hall. A Libyan delegate said he went to an Islamic museum for a tour.

Gaddafi ended Libya's decades of international isolation in 2003 when he gave up its pursuit of nuclear arms and renounced terrorism.

However, he has continued to antagonise other Arab leaders.

He has harboured a grudge against King Abdullah of Saudi Arabia since they exchanged harsh words in early 2003 over the imminent U.S.-led invasion of Iraq.

'Now after six years, it has proved that you were the liar,' Gaddafi told Abdullah yesterday. He added that the Saudi ruler was a 'British product and American ally'.

The two are thought to have had a reconciliation last night.

Gingrich, who had been a Baptist, attended Sunday evening Mass at St. Joseph’s Catholic Church on Capitol Hill and was confirmed into the Catholic Church that evening during a separate service.

Former Rep. Vin Weber (R-Minn.), now a lobbyist at Clark & Weinstock, and his wife attended the Sunday service.

Weber told ITK that the Gingrich party “for his Catholic friends” was “very, very nice.” Weber cracked that it was different from any other event he has attended with Gingrich because “it was the only event with Newt where he didn’t give a speech.”

ISLAMIC PROTEST – Visitors to the magnificent church of St. Petronio in Bologna are now searched by Italian police before entering because in addition to protests by Muslims offended by a depiction of Mohammedin a 14th-century fresco, there have been unsuccessful attempts to blow the painting up.

The painting of the Last Judgement, by the Renaissance artist Giovanni di Modena, shows a devil dragging the prostrate, naked body of Mohammed into hell as a heretic. Against a background of failed crusades in the Holy Land, the Catholic Church in the 14th century had no taste for religious coexistence.

Now it's militant Islam that is on the offensive: sources in Bologna say security forces have stopped at least two attempts to sabotage the painting by Islamic extremists.

"The Alliance might more appropriately be called a U.N.-approved Slush Fund for Advancing Iranian and Other Islamic Interests," wrote Claudia Rosett, a Forbes contributor and journalist-in-residence with the Foundation for Defense of Democracies.

Obama is reportedly due at the Alliance April 7. The organization was formed in 2005 as an offshoot of the Dialogue of Civilizations, an earlier U.N. project founded by former Iranian President Mohammad Khatami, who is still a member of the Alliance.

Other Alliance member states or participating organizations include China; the Organization of the Islamic Conference; the Islamic Educational, Scientific and Cultural Organization; the Arab League; Turkey; and the Arab League Educational, Cultural and Scientific Organization. Not on the list is Israel.

THE HAGUE, Netherlands (AP) – Afghan President Hamid Karzai and U.S. Secretary of State Hillary Rodham Clinton offered an olive branch Tuesday to Taliban fighters who reject al-Qaida and pressed an international conference for help in strengthening Afghanistan's security forces.

Iran's Deputy Foreign Minister Medhi Akhundzadeh was among the delegates—the first time the U.S. and Iran have met at a conference table since President Barack Obama offered better relations with the Islamic republic. There was no indication that any U.S. envoy would meet privately with the Iranians, and the two countries were separated on opposite ends of the table alphabetically.

Sitting around a horseshoe-shaped table, Clinton said most of the Taliban fighters have allied with anti-government forces "out of desperation" rather than commitment, in a country that has barely made inroads against poverty and lack of development.

Karzai and Clinton said Afghanistan would welcome Taliban fighters who embrace peace and pledge to abide by the Afghan constitution.

"They should be offered an honorable form of reconciliation and reintegration into a peaceful society, if they are willing to abandon violence, break with al-Qaida, and support the constitution," Clinton said.

The top Taliban commander in Pakistan has claimed responsibility for an attack on a police academy that left 18 dead after an eight-hour bloodbath.

And Baitullah Mehsud also promised an assault on Washington 'soon' – one he said will 'amaze' the world.

At least 18 people were dead last night after militants stormed the police academy in Pakistan.

The attackers, some wearing police uniforms, hurled grenades and seized dozens of hostages.

More than 100 people were wounded as military helicopters moved in to end the carnage.

Two gunmen blew themselves up as soldiers closed in but six were captured and were being interrogated.

Pakistani members of the Taliban were being blamed last night – and Mehsud accepted that responsibility in a phone call to reporters today.

The U.S. recently announced a $5 million bounty on Mehsud's head. Asked about it, he said he would be happy to 'embrace martrydom'.

Afghanistan’s President Hamid Karzai has been accused of trying to win election votes by backing a law which the UN says legalises rape within marriage.

The final document has not been published but it is believed to state that wives cannot refuse to have sex with their husbands.

The Independent reports it also forbids wives from stepping outside their homes without their husbands’ permission.

It is thought to have been rushed through parliament in a bid to appease Islamic fundamentalists ahead of the August elections.

According to the United Nations Development Fund for Women (Unifem), the law also grants custody of children to fathers and grandfathers only and approves child marriage.

Ustad Mohammad Akbari, an MP and the leader of the Hazara party claimed the law actually protected women’s rights.

He said: ‘Men and women have equal rights under Islam but there are differences in the way men and women are created.

‘Men are stronger and women are a little bit weaker, even in the West you do not see women working as firefighters.’ (guess he's never been to the UK -ed.)
