Yemen: Al-Qaeda Seizes Control of Southern Province, Declares it an “Islamic Emirate”…

Their first order of business: Banning women from going outside.
(Business Insider) — Al Qaeda in the Arabian Peninsula (AQAP) has declared Yemen’s Abyan province an “Islamic Emirate” and banned women from going outside, according to Eurasia Review and accounts from Yemeni journalists.
AQAP, which has established full control over the southern province, made an online statement Wednesday declaring Abyan an Islamic Emirate governed by Shariah.
The statement said women in the province should not go out except under necessary circumstances, “and she who urgently needs to go out, should be with one of her male relatives, and should have ID with her.”
AQAP’s announcement comes just a few days after jihadists looted an ammunition factory in Ja’ar, a city in Abyan province, killing 150 people in an apparently accidental explosion. Al Qaeda militants have also taken control of local communications facilities in the province.

1) If anyone has control over the southern provinces, its the southern independence movement established in 2007 which is calling for a referendum on unity. Led by liberal military leaders forcibly retired after 1994′s civil war, the southern movement brought hundreds of thousands to the streets weekly. Hundreds were killed during protests and thousands arrested. They are not protesting now.
2) The Saleh regime pulled back its military and security forces throughout the country and distributed weapons to proxies.
3) The “al-Qaeda” in this case are long time state-jihaddists Khaledabdul Nabi and Sami Dhayan, basically mercenaries. Nabi organized and led jihaddists into battle on behalf of the Saleh regime during the Saada Wars (2004-2010)
4) The AQAP did not make a statement. Nabi’s group said something on the radio about an Islamic Emirate after the station was abandoned by the state.
5) The horrible explosion that killed 150 was remotely detonated once the villagers entered the building, Yemenis claim.
6) The residents formed a local security committee which now has control of the area.
7) Yemenis across the nation have accused Saleh of playing the Al Qaeda card to spin the western media and US, a frequent practice. They say that the state fosters and deploys al Qaeda mercenaries to elicit counter-terror funds, equipment and training, which are then deployed against internal opposition.

They will also protect “sons of the tribe,” such as American-born Yemeni cleric Anwar al-Awlaki, a member of the powerful Awlak tribe (the Yemeni prime minister is the uncle of al-Awlaki’s father).
The AQAP leadership has further exploited this tribal tradition by shrewdly marrying into many of the powerful tribes in order to solidify the mantle of protection they provide.
