McConnell Caves

Rick Lowry @ NRO
It’s beginning to get out on the Hill. It’s complicated, but here is the gist as I understand it: Congress authorizes in legislation the president to submit a request for an increase in the debt limit in three tranches over the next year or so, with corresponding proposals for spending cuts; when the president submits his request, Congress immediately considers a resolution of disapproval; if the resolution passes, the president can veto it and — assuming his veto is subsequently upheld — he gets the increase in the debt limit.
Rick Lowry @ NRO
More details from McConnell’s office:
The initial legislation would authorize the President to submit a request to Congress asking to increase the debt limit by $700 billion, and would require submission of a plan to reduce spending by a greater amount.
Upon receipt of the President’s request, the debt limit would be provisionally increased by $100 billion to provide breathing room and avert an August 2nd default.
The House and Senate would have 15 days to disapprove of the request.
Within three days of the President’s request, it would be in order for the House and Senate to introduce a joint resolution disapproving of the President’s request.
Under expedited consideration of the Resolution of Disapproval, the resolution would be placed directly on the Senate calendar; the Motion to Proceed to the resolution would be privileged; there would be 10 hours of debate and passage would require a simple majority.
If either chamber defeats the resolution, the remaining $600 billion increase would be allowed.
If both chambers pass the resolution, it would be sent to the President for a veto or signature.
If vetoed, debate on an override would be limited to one hour.
If the veto is overridden (which would require a 2/3 vote) in both chambers, then the request would be denied and the provisional $100 billion increase revoked.
If the veto is sustained in either chamber, the remaining $600 billion increase would be allowed.
For the second and third requests in fall 2011 and summer 2012, the President could request an increase of the debt limit by $900 billion once the Treasury Department determines that the country is within $100 billion of the debt limit. The President would also be required to submit a plan to reduce spending by a greater amount. Each of these subsequent requests would be subject to the same disapproval process outlined above.

Gee, that sounds a lot like an overly complicated plan to avoid doing what needs to be done.
Or am I missing something?
Typical fucking shell games from Washington.
BOHICA, America….without vaseline……
@mojo,
If you can’t dazzle ‘em with brilliance.
Baffle ‘em with bullshit.
This had better be wrong!
Good ol Mitch jumped into bed with Oboy and gave him $895 mill of taxpayer money.
Not happy with some large American people once, he is back to do it again.
A note of apology should go in the Congressional record for Benedict Arnold.
Mitch s one Goofy Old Pucker! [GOP]
The house had better hold firm. Since, if this is right, the Senate minority leader has lost his mind.
Excuse me,…. what?
November 2012:
“The Clean Slate Election”
Wimpy invented this plan years ago.
“I will gladly pay you Tuesday for a hamburger today”
@Katherine,
I hope so too.
I’d love to post that the Senate (R)s are holding firm.
“would authorize the President to submit a request”
———–
It makes Obama personally responsible for every penny that is spent. He cant blame anything on anyone else.
The Narcissistic Obama should hate it. His personality type always leaves room to shift the blame.
.
HHHHAAAAHHHAAAjihadHHHAAAAAAAAHHHHAAAAAjihadHHAAAAAA.
I could sell you idiots used rubbers and call them balloons
The Democrat Senate will always vote no on the resolution. And with the Democrat Senate, no veto will ever be overridden. And it doesn’t even state what the actual figure on cuts will be, “would require submission of a plan to reduce spending by a greater amount.”
This could very well end up being nothing more than a holding pattern, without any significent reduction of the deficit or the debt.
And far too complicated, the Democrats and Obama will have plenty of opportunites to cheat.
“and would require submission of a plan to reduce spending by a greater amount”
———-
And every request by the president has to include REAL numbers so that the CBO can calculate the savings.
.
barry won’t agree to this. There are no tax increases for us small business job creators (aka millionaires and billionaires).
It could be worse at least they are asking him to come up with a reduced spending plan that exceeds the debt limit increase-big question is reduced by how much>?
If he asked to increase the debt $700 bil would a savings plan of $7 bil and one dollar is that acceptable. Exceeds by how much it does not say
Needless to say of course it sucks-I hope Boehner goes the extra mile but not holding my breath
“barry won’t agree to this.”
———-
No way he accepts this. It itemizes all the separate expenditures and put’s Obama’s name on it.
Even if they get past both houses, Obama will be 100% responsible for everything.
.
Red State has McConnell’s address and I’ve tried calling the fucking moron but his voice mail is full.
That idiot just handed Soros a blank check to finally kill the golden goose.
Hope Mitch enjoys his primary.

New McConnell Plan: We Get Everything We Want On Debt Ceiling, Plus 12 Opportunities To Bash Obama
http://thinkprogress.org/economy/2011/07/12/267031/new-mcconnell-plan-we-get-everything-we-want-on-debt-ceiling-plus-12-opportunities-to-bash-obama/
I swear these r’s are going to need a medical exam before they can run for any office in the future!
No spine check, no guts check, no balls check!
Say WHAT! Surely he jests….this will never work , they have to get a 2/3 majority to pass this in each chamber…who the hell do they friggin’ think they are fooling?!
JUST SAY NO….NOW!
This is all about winning the next election for Obama.
How can he blame anything on someone else if Obama himself is responsible for all plans in recent memory of the voters? It wont matter what happens to the voters. It will only matter what happened recently. We’ve seen it before.
Obama doesn’t care about the country. And he doesn’t care about the people in his own party. He is so self-absorbed that he will convince himself that what is good for him MUST BE good for everyone else too.
The man is an egomaniac who never accepts blame for anything. He always keeps a scapegoat handy. He always has an excuse up his sleeve. This plan would force him to take responsibility.
.
I’ve run into some pretender before in my time, but none came close to Barack Obama. The man has absolutely no practical skills.
The solution to dealing with these ‘fakers’ was always the same: isolate the person, then remove any possibility of him shifting blame. (they usually panic when they realize that this is about to happen)
If Obama was the last man on earth, he would only survive another three days without another human being around to exploit the talents of. The guy is ‘dumb-as-a-rock’, stupid. He has a massive inferiority complex, and his only skills are ‘the manipulation of others’.
Expose him so we can all move on!
.
Are you guys this gullible? The repubs are weak. They betrayed us a long time ago, by first and foremost refusing to expose Obama for what he truly is for fear, among other things, or racial riots, etc. Obama could be caught on tape colluding with the Muslim Brotherhood and he would not be impeach. The guy is immune because he is “historic.”
I’ve stopped reading any articles related to the debt ceiling for I know the repubs will authorize raising it. There is absolutely no doubt in my mind.
Boehner is on record saying the U.S. cannot afford not to raise it. This means the guy has already given in. He will authorize it ultimately. All Obama has to do is to wear him out until August 2.
This contingency plan makes me sick..Why have any ‘contingency’ at all? The Republican(t)s hold the fucking cards here? Why give Il Douche ANY wiggle room at all?
The pResident won’t give one crap about using this b/c he lives in his own little world. There’s no way that either house would have a 2/3 override so he’ll just get what he wants: more money to spend on his cronies. But, again, if this POS is passed what if there were no cuts that Il Douche had? So these senate votes against, blah, blah, blah and-viola! More money.
Sure as hell sounds unconstitutional to me anyway………
@ gastorgrab
I agree with your read on this issue. It has to get through the House first. Good luck with that.
Who in their right mind would give this man MORE power?!?!
He should be hogtied, not loosened!
Crazy, crazy, crazy!!!
Kicking the can down the road. What a surprise………
‘$2 Billion’ – National Review
http://www.nationalreview.com/corner/271732/2-billion-daniel-foster
Where McConnell is coming from:
——
http://www.rollcall.com/news/mcconnell_outlines_three_step_debt_contingency_plan-207218-1.html?pos=hftxt
In the nearly two-hour-long White House meeting Monday afternoon during which leaders reviewed savings found last month by a group led by Vice President Joseph Biden, McConnell asked only one question, according to a Republican source familiar with the talks.
“How much does the Biden plan actually cut from next year’s discretionary spending budget?” the Kentucky Republican asked the room.
Obama’s Office of Management and Budget Director Jacob Lew told him, “$2 billion.”
A second source close to the original Biden group confirmed this number.
Compare:
*Note – figures are in TRILLIONS not BILLIONS as in the above post.

McConnell decided to go to his progressive roots. His lunatic idea will never make it through the house. No more power for this despot.
NOBAMA 2012 GTFO2012
Rube Goldberg Economics, love it…
Oh for cripes sake, I am so sick of this crap.
It must be mandatory that everyone in the federal government must be clinically insane.
The same R geniuses that could not get the votes to repeal the CFL light bulb bill?
The primaries promise to be interesting in 2012!
What is real stupid about this deal is it takes 2/3 vote to overide the president.
The only thing these guys can agree on with a 2/3 majority is to raise their pay.
This would give the president FULL POWER which is what the wanna be dictator has wanted from the start.
It’s hard for people outside congress to fully grasp all the “inside baseball” moves, so while it certainly *sounds* (based on this report) as though the Republicans are about to get snookered by the lying, cheating Dems yet again, we probably shouldn’t throw in the towel just yet.
My concern is that the reported deal is so heavy on *process.* Problem I have with that is that reasonable outcomes depend on the Dems following the agreed process and constraints. This of course they will not do–not in any way, shape or form.
See, the Republicans have let Obama and his Democrat henchmen get away with violating duly-passed laws of the land several times before, so why would the Dems worry *this time*? I mean, Obama and his czars simply *decreed* that Chrysler and GM bondholders would get virtually nothing, while his union buddies got a majority stake in the bailed-out company, and no GOP member said squat.
Cash for Clunkers–under what clause is that an allowed function of government? But no one spoke up.
Absolutely naked bribery of congresscritters to pass Obamacare, and no one spoke up.
Violates the War Powers Act–no action.
Now the NLRB telling Boeing where they can’t open a line, and where they must if they want to have one. At least Issa is taking action, but unless he gets a hellofa lot of support and fast, the Obamites will start punishing his district financially and he’ll have a powerful incentive to back off.
Gunwalker? Holder lied to congress and no one’s said squat.
NO TAX INCREASES. NO RAISING THE DEBT CEILING. NO GIVING AN ILLEGITIMATE EXECUTIVE ANY MORE POWER. NO MORE HEGELIAN-DIALECTIC GAMES. NO MORE. NO MORE. NO MORE. NO MORE.
TREASONOUS TRAITORS.
NO MORE.
THAT’S IT.
NO.
NO
sf:
Exactly.
I really do think Obama is doing business the way his mentor Mao did business: he’s holding a gun to the heads of the Republicans.
Why the hell would McConnell give Obama trillions to do what he wants and the only way to stop him is for both Houses to pass a 2/3rds majority – especially when the Dems have the Senate?
Fucking wussies in the GOP – except the Tea Party members.
I still don’t think Democrats are willing to meet the numbers for their first request.
And if they whip something out quick, doesn’t it only prove that they were lying before? How could they be totally against something one day, then willing to throw it up on the chopping block the next day.
Nope! This whole thing has been political theater because this will never be accepted by……….wait for it……..”THE ONE”!
.
@ gastorgrab
That’s the whole point. Dems don’t care about looking bad or taking responibility, the don’t have to. Crap does not stick to these teflon bastards.
With a brain-dead base, uninformed populace and compliant media bending over backwards to spin pig poop into pearls they have all the bases covered.
Taking ownership for these arrogant SOBs just means ever expanding power to lie. cheat and steal. We must fight fire with fire. No compromise whatsoever.
@gastorgrab
There is just one big problem with McConnells plan:
The New York Times reports: “Mr. McConnell’s proposal would give Mr. Obama sweeping power to increase the government’s borrowing authority, in increments, by up to $2.4 trillion – enough, it is estimated, to cover federal obligations through next year – only if Mr. Obama specifies spending cuts of equal amounts.
*But Congress would not have to approve the spending cuts prior to the debt-limit increase.*
I find that problematic. The Dems are notorious for finding ways to cheat. This could easily be one of them. If they changed the rule to the cuts needing approval prior to debt limit increase, I might then get on board with McConnell’s plan.
