It’s beginning to get out on the Hill. It’s complicated, but here is the gist as I understand it: Congress authorizes in legislation the president to submit a request for an increase in the debt limit in three tranches over the next year or so, with corresponding proposals for spending cuts; when the president submits his request, Congress immediately considers a resolution of disapproval; if the resolution passes, the president can veto it and — assuming his veto is subsequently upheld — he gets the increase in the debt limit.

The initial legislation would authorize the President to submit a request to Congress asking to increase the debt limit by $700 billion, and would require submission of a plan to reduce spending by a greater amount.

Upon receipt of the President’s request, the debt limit would be provisionally increased by $100 billion to provide breathing room and avert an August 2nd default.

The House and Senate would have 15 days to disapprove of the request.

Within three days of the President’s request, it would be in order for the House and Senate to introduce a joint resolution disapproving of the President’s request.

Under expedited consideration of the Resolution of Disapproval, the resolution would be placed directly on the Senate calendar; the Motion to Proceed to the resolution would be privileged; there would be 10 hours of debate and passage would require a simple majority.

If either chamber defeats the resolution, the remaining $600 billion increase would be allowed.

If both chambers pass the resolution, it would be sent to the President for a veto or signature.

If vetoed, debate on an override would be limited to one hour.

If the veto is overridden (which would require a 2/3 vote) in both chambers, then the request would be denied and the provisional $100 billion increase revoked.

If the veto is sustained in either chamber, the remaining $600 billion increase would be allowed.

For the second and third requests in fall 2011 and summer 2012, the President could request an increase of the debt limit by $900 billion once the Treasury Department determines that the country is within $100 billion of the debt limit. The President would also be required to submit a plan to reduce spending by a greater amount. Each of these subsequent requests would be subject to the same disapproval process outlined above.

    The Democrat Senate will always vote no on the resolution. And with the Democrat Senate, no veto will ever be overridden. And it doesn’t even state what the actual figure on cuts will be, “would require submission of a plan to reduce spending by a greater amount.”

    This could very well end up being nothing more than a holding pattern, without any significent reduction of the deficit or the debt.

    And far too complicated, the Democrats and Obama will have plenty of opportunites to cheat.

    If he asked to increase the debt $700 bil would a savings plan of $7 bil and one dollar is that acceptable. Exceeds by how much it does not say

    Needless to say of course it sucks-I hope Boehner goes the extra mile but not holding my breath

    This is all about winning the next election for Obama.

    How can he blame anything on someone else if Obama himself is responsible for all plans in recent memory of the voters? It wont matter what happens to the voters. It will only matter what happened recently. We’ve seen it before.

    Obama doesn’t care about the country. And he doesn’t care about the people in his own party. He is so self-absorbed that he will convince himself that what is good for him MUST BE good for everyone else too.

    The man is an egomaniac who never accepts blame for anything. He always keeps a scapegoat handy. He always has an excuse up his sleeve. This plan would force him to take responsibility.

    :-) That’s why i think Obama will never accept the plan. But then he has to explain to Americans why HE is being the unreasonable one.

    I’ve run into some pretender before in my time, but none came close to Barack Obama. The man has absolutely no practical skills.

    The solution to dealing with these ‘fakers’ was always the same: isolate the person, then remove any possibility of him shifting blame. (they usually panic when they realize that this is about to happen)

    If Obama was the last man on earth, he would only survive another three days without another human being around to exploit the talents of. The guy is ‘dumb-as-a-rock’, stupid. He has a massive inferiority complex, and his only skills are ‘the manipulation of others’.

    Are you guys this gullible? The repubs are weak. They betrayed us a long time ago, by first and foremost refusing to expose Obama for what he truly is for fear, among other things, or racial riots, etc. Obama could be caught on tape colluding with the Muslim Brotherhood and he would not be impeach. The guy is immune because he is “historic.”

    I’ve stopped reading any articles related to the debt ceiling for I know the repubs will authorize raising it. There is absolutely no doubt in my mind.

    Boehner is on record saying the U.S. cannot afford not to raise it. This means the guy has already given in. He will authorize it ultimately. All Obama has to do is to wear him out until August 2.

    It’s hard for people outside congress to fully grasp all the “inside baseball” moves, so while it certainly *sounds* (based on this report) as though the Republicans are about to get snookered by the lying, cheating Dems yet again, we probably shouldn’t throw in the towel just yet.

    My concern is that the reported deal is so heavy on *process.* Problem I have with that is that reasonable outcomes depend on the Dems following the agreed process and constraints. This of course they will not do–not in any way, shape or form.

    See, the Republicans have let Obama and his Democrat henchmen get away with violating duly-passed laws of the land several times before, so why would the Dems worry *this time*? I mean, Obama and his czars simply *decreed* that Chrysler and GM bondholders would get virtually nothing, while his union buddies got a majority stake in the bailed-out company, and no GOP member said squat.

    There is just one big problem with McConnells plan:

    The New York Times reports: “Mr. McConnell’s proposal would give Mr. Obama sweeping power to increase the government’s borrowing authority, in increments, by up to $2.4 trillion – enough, it is estimated, to cover federal obligations through next year – only if Mr. Obama specifies spending cuts of equal amounts.

    *But Congress would not have to approve the spending cuts prior to the debt-limit increase.*

    I find that problematic. The Dems are notorious for finding ways to cheat. This could easily be one of them. If they changed the rule to the cuts needing approval prior to debt limit increase, I might then get on board with McConnell’s plan.
