Flashback 2009: Texas Has Its Credit Rating Upgraded By S&P Based On Rick Perry’s 2010–2011 Budget…

Perry could wipe the floor with Obama based on his economic record alone. Half of all jobs created in the U.S. during last two years came from one state, Texas.
AUSTIN — Standard & Poor’s (S&P) has raised Texas’ issuer credit and general obligation credit ratings to AA+ from AA based on the state’s strong and diverse economy and strong leadership from the governor and Legislature that has left a projected $9 billion in the state’s Rainy Day Fund. S&P also raised its rating on the state’s appropriation debt to AA from AA-.
“The ratings continue to reflect our opinion of the state’s large and steadily diversifying economy, which despite the recession continues to perform better than the nation in terms of both economic activity and employment,” S&P credit analyst Horacio Aldrete-Sanchez said. “Furthermore, we expect that the Texas economy will recover earlier and at a faster rate than most other states given its continued population growth and relatively low cost of doing business, which we expect will contribute to gradual employment gains in 2010, particularly in the health, education and services sectors.”
S&P’s decision was based on Texas’ 2010-11 biennial budget, the state’s strong Rainy Day Fund, and Texas’ low tax-supported debt burden. The higher rating means Texas will pay lower interest on money it borrows, saving of millions of taxpayer dollars.
“In light of the economic downturn affecting the nation, this session we continued to make wise choices, such as cutting taxes on 40,000 small businesses and maintaining a multi-billion dollar balance in our Rainy Day Fund that have helped our state sustain its overall economic strength,” Gov. Perry said. “These prudent and fiscally conservative decisions continue to pay off for our taxpayers.”

This should make Perry’s numbers rise in the presidential polls.
The Democrats have heaped upon the us the biggest Keynesian/Marxist spending spree in history, and the result has been almost no GDP growth, abnormal unemployment exceeding 9.2% (despite 117,000 new jobs in July), decreased consumer and aggrigate spending, creeping inflation, debt up to our eyeballs and now a national credit rating downgrade. At least Perry understands economics to a competant level as to produce positive results. Obama has ZERO experience and it shows. We all pay for the Democrat’s incompetence.

Agree 100%. Your vision is perfect. The only thing that would make it better is to take Paul Ryan as his running mate as really pointed out.
Perry/Bachmann would make a logical winning team. Perry for his great economic policies and vision and Bachmann for her steadfast conservatism. These two would make a terrific team to cover the most important bases.
I don’t like Perry’s views on open borders and illegal immigration. But I think that Bachmann could exert some influence here and he would have to respond to the wishes of the people.
I like the fact that Perry plays to win and that the Bush family and their lackeys hates him. Forget Palin, she ain’t running and she is played out. You would have in a primary a successful 3 term governor v. a 1/2term governor.
Perry isn’t the guy everybody thinks – he’s not a RINO, he’s a former dhimmicrat.
TX legislature has made good things happen in that state, sometimes with Perry, most of the time in spite of him.

The refrain we see from Texans on Perry’s success was that he succeeded in spite of himself, that he owes his kudos to the TX legislature. Let’s look at Perry’s (as well as the other candidates’) financial management, shall we? This is from Little Blog on the Prairie:
Of the five governorships examined, Alaska under Palin saw the smallest increase in total debt outstanding (12.7% cumulatively, 4.2% per year). Texas under Perry performed worst, with total debt increasing 20.5% annually, almost tripling during his term (a cumulative increase of 184.2%).
On a per capita basis, only Utah under Huntsman performed slightly better than Alaska under Palin. Utah experienced a cumulative increase of 6.8%, versus 7.4% for Alaska (1.4% per year for Utah, versus 2.5% per year for Alaska). Again, Texas under Perry ranks last, with an astonishing cumulative increase in debt per capita of 140.4% (15.6% on an annual basis).

PERRY’S DEBT:
It turns out that transportation is responsible for most of the added debt load under Perry, increasing from basically nothing in 2000 to $11.8 billion outstanding as of Aug. 31 2009. That’s because before 2001, the Texas Department of Transportation lacked the authority to borrow money to pay for road projects. Voters gave it that power in 2001 when they approved a constitutional amendment that Perry supported.
Perry took office Dec. 21, 2000 — nearly five months into fiscal year 2001. At the end of that year, Texas had $13.7 billion in outstanding bonds and notes. Adjusting for inflation, that would have equaled $16.6 billion in 2009.
But there’s a subset of state debt that hasn’t surged, Perry’s campaign pointed out — currently $3.07 billion to support parks and for construction of state facilities, among other activities. That debt has decreased by about 6 percent since 2001.
Then there’s debt to be repaid with program revenue. For example, interest on student loans is used to repay the bond that funded it without the state having to commit general revenue. That “self-supporting” debt has increased by 173 percent since 2001.
Regardless, Dale Craymer, president of the Texas Taxpayers and Research Association, noted that lots of things have probably doubled since Perry became governor. After all, he’s held the office for over a decade.
