He is slurring his words and sounds a bit drunk which makes what he says a bit hard to hear but I think what he said was “We gotta eliminate the WASTE…we gotta eliminate the fraudulent practice.” I listened using earbuds multiple times and waste is what I hear.
Believe you me, I don’t care for him or his policies any more than any of you but I think this one needs to be scrutinized more closely.
