The food stamp program has always been one of those creep up on you government dependency programs that many are still taking advantage of and don’t even qualify for anymore. It is used and abused for items not considered a food product everyday.
The Food stamp program like so many was so be a temporary patch but many have been abuse it for decades.
The bill was signed into law by Republican President named Richard Nixon
