Top Dem Rep. Steny Hoyer: “The Fact Is You Don’t Need a Budget”…

Talk about out of touch with reality. No wonder people would prefer random names out of the phone book to people like Hoyer and Pelosi.

(CNSNews.com) – House Minority Whip Steny Hoyer (D-Md.) said that Congress does not need an official federal budget because it can just adopt appropriations bills and authorization policies as needed to keep operating.

At a briefing with journalists on Capitol Hill on Tuesday, Hoyer was asked, “Mr. Hoyer, around the same time of the State of the Union [on Jan. 24], I think it was the same day, Republicans were trying to hit Senate Democrats for 1,000 days without passing a budget, and then you talk about this milestone today, 400 days without a jobs bill in the Republican House. But then on Friday [Democratic Senator Harry] Reid said that he didn’t think they needed to bring a budget to the floor this year [and that] the Budget Control Act can serve as a guideline.”

Hoyer said: “What does the budget do? The budget does one thing and really only one thing: It sets the parameters of spending and discretionary caps. Other than that, the Appropriations committee are not bound by the Budget committee’s priorities.”

He continued: “The fact is, you don’t need a budget. We can adopt appropriations bills. We can adopt authorization policies without a budget. We already have an agreed-upon cap on spending.”

He is unfortunately correct in one sense. The appropriators can, have and do ignore the work of the budget committees in both houses. Each side mollifies the other by using out tax money as a soothing emollient so that no gored ox goes away mad.

Isn’t establishing a budget in the constitution? Anyone?

Because they would have to pass the budget for us to know what’s in it. Geez.

I as an American do not have a never ending Money Tree that grows in my back yard. Because I live within the confines of reality, I am forced to make decisions where I allocate my money.

There are important things, like the mortgage, utilities, food etc.

I bet you do not run your household with this philosophy.

    Hypocrite.

We don’t need congress either judging by what they’ve been doing the last 3 plus years.

Just ask a family what happens when they don’t follow a budget. When there is only so much coming in, reckless borrowing and spending beyond that spells disaster. The progs know this. What better way to bankrupt the whole country and then sweep in with their commie overhaul.

The fact that the constitution says they need to create one doesn’t seem to matter to Democrats. As a matter of fact, they don’t follow any edict of the Constitution. They definitely need to be replaced.

To advocate, then play a leadership role in this clear violation of his basic constitutional duty is clear grounds for both impeachment and removal from office. Immediately.

@SniffyPop – exactly – they somehow BELIEVE that there is an endless source of money from taxpayers – pretty friggin’ hysterical when one considers they also believe that the “pie of wealth” is finite and therefore must be shared.

Just how does one work that philosophy into one’s head?

We are in the Twilight Zone, for sure.

  19. chickadee says:
    February 8, 2012 at 2:32 pm

    @ThomNJ,

They are really using that finite “pie of wealth” to push class warfare. This shows o-hole cares nothing for the people of this country. He won’t be happy until he has us fighting in the street for scraps and crumbs like animals. That is already happening with his occupy-hyenas. He has unleashed them to run mad and set the stage for anarchy.
And as far as taxpayers paying the bills. I don’t think he intends to pay the bills.

We really are in the Twilight Zone.

The Constitution is a pesky little dusty document that means nothing to the Democrats. You all heard Dumb Ass say the other day how he wishes he could go around Congress and do what he wants (I’m paraphrasing here). This is what happens when voters, who probably should not be allowed near a voting booth, are so infatuated with the Crown Jewel of Dopiness that they vote this marxist in. Hell, we even have that old bag Ruthie spouting off anti-US Constitution blather IN A FOREIGN LAND.

He cannot be allowed a 2nd term. This guy and his cronies are dangerous. He must be defeated. And soundly.

Huh. That’s not what Earflaps McSandtraps said back in 2007… back then he was all about calling Bush unpatriotic and stuff for running up deficits and not providing balanced budgets.

Has Stimpy Hooyah checked with his gangly failure overlord about making this latest demented burbling?

6 trillion dollars of new debt after excoriating his predecessor for 400 billion in debt. AND providing no budgets for the entirety of his term. That’s-

winning the future, the soetero way!

  23. bobdog says:

Until they reach it, and then they’ll just vote to raise the cap once again.

    Repeat as necessary.

Get back to real life, Steny, then you might get a clue, too.

Vote this bunch out. Bring some REAL people in. Fucking crooks.

According to the Budget Act, the White House was supposed to have the President’s budget request sent to Congress as of yesterday (the 1st Tuesday in February).

The real reason why the Democratic caucuses don’t want to pass a budget under the Budget Act is because it would then be subject to reconciliation under a simple majority. You know, how they passed ObamaCare.

What budget has any of them respected or followed? Who is going to enforce it ?
What ,are they going to be arrested if they exceed the cap ? Be forced to payback their irresponsible spending ,personal gains and fraud?
At this point why would they bother with laws?

  37. LizardLips says:
    February 8, 2012 at 8:28 pm

In keeping with the ‘rule by fiat’ approach to controlling, er, governing, political asshack Hoyer attempts to explain what he can’t; why Mr. Obama is doing all he can to circumvent the congress.

Steny “Knuckle Punch” Hoyer thinks he is above us all and above the law, because after he physically assaulted his black electoral challenger with a “knuckle punch” in 2010, not only did he not get accused of being “RAAAAACIST”, or face any legal consequences, but stupid people re-elected him anyway.
He is facing another challenge this year, this time by a really great opponent, Glenn Morton, who also happens to be black, check out his challenger’s ad here:
    http://www.youtube.com/watch?feature=player_embedded&v=vBLAMcyjxYw
Make sure to watch through to the end because it has a special message from Mr. Morton.
