It’s not a disarmament. Per the article they agreed to curtail activities, not shoot any nukes off. We are sending food police to monitor the receipt and disbursement of food aid.

This was done a year or two ago, wasn’t it? Food for a slow down in their nuke program? After they got the food, they test fired a missile.
