Gee, I had to look that one up. On November 8, 1995, the United States legally recognized Jerusalem as the Capitol of Israel, over-riding Clinton’s refusal to sign. However, the US State Department considers itself above the law of the land and still insists Tel Aviv is the Capitol, probably so we can kiss UN butt. Three presidents have also refused to abide by the law, including, of course, Obama. Ron Paul compared this arrogance to any other nation of the world choosing arbitrarily to declare New York and not Washington the Capitol of the US.
